Your organisation has data. Here's why it probably isn't driving decisions.

Most enterprise digital teams are not short of data. They have analytics platforms. They have dashboards. They have weekly reports, monthly reviews, and quarterly performance summaries. They have heatmaps and session recordings and conversion funnels and attribution models of varying sophistication.

What they often don't have is a reliable, consistent process that runs from data to decision.

This is one of the most common and most costly gaps we see in enterprise digital programmes. Not the absence of data, but the absence of the conditions that make data actually useful - trust, accessibility, and a clear path from insight to action.

It's worth understanding why this happens, because the causes are less obvious than they might appear.

The trust problem

Before data can drive decisions, it has to be trusted. And in most enterprise organisations, trust in data is more fragile than the investment in analytics infrastructure would suggest.

The reasons vary. Tracking implementations that were set up years ago and never fully audited. Consent management changes that affected data completeness without anyone fully accounting for it. Multiple tools measuring the same things differently, producing numbers that don't reconcile. Migrations - of platforms, of domains, of tagging structures - that introduced breaks in historical comparability.

The result is that when data surfaces an insight, the first question in the room is often not "what does this mean for what we prioritise?" It's "do we trust this number?" And when that question gets asked regularly enough, a quiet consensus forms: data is a reference point, not a reliable basis for decision-making. Instinct and stakeholder preference fill the gap.

This is a governance problem, not a tools problem. Better analytics platforms don't solve it. Only deliberate attention to data quality, tagging governance, and regular auditing does.

The accessibility problem

Even when data is broadly trusted, it often isn't accessible to the people who need to act on it - in a form that makes action obvious.

There's a specific failure mode here that's worth naming. An organisation invests in a data and analytics capability. A team, internal or agency-side, produces regular reporting. The reports are thorough, accurate, and largely unread by the people with the authority to change what gets prioritised.

This isn't laziness or disengagement. It's a design failure. If the insight lives in a 40-slide monthly deck or a dashboard that requires training to interpret, it will only ever reach the people who already have the time and context to engage with it. Senior stakeholders, the ones who make resource decisions, need insight in a form that's fast, clear, and directly connected to a decision.

The organisations that solve this don't produce better reports. They redesign the insight delivery mechanism entirely: shorter formats, clearer so-what framing, direct connection to backlog priorities. The insight doesn't change. What changes is whether it reaches the right person in time to matter.

The action gap

The third and most structural problem is the gap between insight and action. Even when data is trusted and accessible, it frequently doesn't change what gets worked on.

This happens for a variety of reasons. Prioritisation decisions have already been made for the quarter and there's no mechanism to revisit them in response to new data. The person who sees the insight doesn't have the authority to act on it. The backlog isn't structured in a way that makes acting on data straightforward. Or the team is simply too busy executing existing commitments to create space for evidence-led re-prioritisation.

The result is a pattern we see consistently: insight gets generated, noted, and filed. A month later, the same insight surfaces again. Then again. Eventually it either gets acted on through a separate strategic planning cycle, many months after it was first visible, or it doesn't get acted on at all.

This is the failure mode that most digital leaders feel most acutely but find hardest to address, because it's not a data problem. It's a process problem. The fix isn't more data or better reporting. It's a clear, consistently followed workflow that connects performance review to backlog decision so that insight reliably changes what gets worked on next.

The experimentation gap

There's a related problem worth addressing here, because it's directly connected to the data question: most enterprise digital organisations know they should be running more experiments, and most aren't.

The intent to experiment is almost universal. The practice is not. And the reason is usually not capability. Most platforms support A/B testing and multivariate experimentation out of the box. The reason is the absence of the conditions that make experimentation sustainable: a clear hypothesis framework, defined roles for who owns test design and analysis, a governance process that ensures results get acted on, and a culture where evidence is expected before significant changes get made.

When those conditions aren't in place, experimentation stays episodic. Individual tests run. Some produce useful results. Those results don't reliably change how the next decision gets made. And because the practice never becomes systematic, it never becomes the norm.

The organisations with genuinely mature experimentation programmes didn't get there by running more tests. They got there by building the infrastructure - cultural and operational - that makes evidence-based decision-making the path of least resistance.

What good looks like

In the highest-performing digital programmes we work within, data is trusted because governance is deliberate and audited regularly. Insight is accessible because it's designed for the decision-maker, not the analyst. And insight reliably drives action because there's a clear, followed process that connects performance review to what gets prioritised next.

None of that requires new technology. It requires acknowledging that the problem isn't the data, it's everything around the data. And then addressing it with the same rigour that most organisations reserve for the technology itself.

The question worth asking

Think about the last time your team surfaced a data insight that materially changed what got prioritised. How recently did that happen? How quickly did the insight reach the right person? How long between insight and action?

If the honest answer is that you can't easily recall an example or that the journey from insight to action was long, complicated, or incomplete, that's a signal worth paying attention to.

Not because the data isn't there. But because the conditions that make it useful aren't fully in place.
